I seem to recall seeing a flywheel handle that was spring loaded to retract into the handle hole in the flywheel. Would anybody have any idea how to make one?

Machine it out of Bronze. A hunk of old prop shaft makes a good source of material.
MAKE SURE it is spring loaded so it doesn't stick out and destroy something like your hand, wrist or shin.

Easy to make, machine a handle as Ernie said with a bush on the back end for the spring to sit on that when handle is pulled out will stop on the little lip on the front end of the hole. Drill and tap the end of the handle secure it with a bolt and washer. I got the springs from canadian tire.
