Your engine is a 1928-29 ish Caille Pennant Twin. I have had three of these engines. They are nice little runners, assuming they have some compression. It is 2 hp. Your engine, at leat of whta the picture shows appears to be complete.
To start open the carburetor needle 3/4 turn and fill the little prime cups and drain the fuel into the cylinders. Assuming the spark is ok it should start 2nd pull.
