I have a kingston 5 ball carb on my unknown engine and I removed the caps from the balls and there is some kind of packing under the caps...is this correct??It seems like someone did this sometime ago and its not correct.

The balls should be free, they rise to allow more air at higher speeds.

I also have a 5 ball carb, it has a Kingston tag on it. Is there somone that can tell me the year.

It is in realy good shape as you can see in the attachments.
