I rebuilt my E20 Sherwood Raw water pump. It is pumping fine but it's now discharging through the exhaust. Where could it be going and how can I fix it?

I rebuild my e20 raw water pump. It is pumping water as I tested it by pulling the hose that goes to the block to check, however it is not coming out the exhaust as it should be. What could it be?
