Electrolysis usually works well "line of sight" but on two shafts seized together I don't think it will help. The electricity will be flowing from the surface area to the anode, it won't be leaving from between the shafts.

The outer shaft is likely to be bronze and to have a thread (probably left hand thread) at the end which can also be soldered to the propeller, in this case you have to heat it anyway to dismantle the whole thing. But I have the feeling that your shaft has been blocked by a pin through it or some other means to be used as a fixed shaft.
