Help to identify

It's a 4 stroke hit & miss governed engine and I can't find any like it anywhere or anyone who can identify it over on the stationary engine sites. Any thoughts would be appreciated. I don't think the carb is correct, it looks like the engine should have had a fuel pump and possibly an overflow type of carb. Thanks, Jim
