Sounds like you picked up some rust in the valve area, The best way is to pull the heads.
The lazy way is to run is and see if it improves
generally it will (some) but it will never be right till you serves the heads

The oil pressure may need to fill the lifters before your compression reachs normal
and yes it should start with compression in that range

If the engine has been rebuilt and no water has entered the engine, The rings do not need freeing up. The most likely area is the valves. If they have any adjustments, back them off, If they are without adjustment, it is my opinion that the heads need to come off. Double you money back warranty. Guess there isnt anything else I can do to help.

I have a Chrysler LM318 with a closed cooling system of unknown manufacture. Has a cast expansion tank front top center of engine that appears to double as thermostat housing. There is no thjermostat, and I am told that this type of cooling system does not work well without a thermostat, but I can't identify the thermostat I need. Any ideas??
