The ability to do this depends on your photo program. I use Epsom Photo PC 600 or Adobe 7.0 To post on the discussion board the pic needs to be 50K or less. To put a pic with an ad it needs to be 25K or less.
Now lets talk about pic sizes. There are 2 sizes. The physical dimensions of the pic. The second is the quality of the pic. Lets talk about dimensions first. This is simply size. Is the pic 3 by 5 inches or 10 by 20 inches. (Your pc works better in pixels not inches.)
For this discussion board set the maximum dimension at 400 pixels or less) Your photo progeam may not allow you to do this. Check it's help index.
The other size issue is quality. A hi quality pic takes more space than a low quality pic. The good photo programs let you set quality. So you and have a big pic with low quality and still be less than 50 K. Or a high quality pic that is smaller in size and still be within the 50 K limit.

Does anyone know of a free photo editing program that does a good (easy) job of resizing photos? If so maybe we can post a link for where it is available...

I have been looking for one. Most of the free programs "take over" some or all of your pic files. Sometimes at the expense of not being able to open them with any other program. The Epsom Photo PC 600 that I have is one of them. I am just used to it and have learned what not to do with it. I installed it on Dick Day's PC and then had to uninstall it.
Some basic rules about free software.
Number 1 and the most important is to make sure it has an uninstall feature.
Number 2 make sure you can control what types of files it will possibly rename or take over. If it has a screen with choices make sure NONE of the boxes are checked. On this screen you will see boxes to check like the following:
.jpg, .bmp, .wmv and so on. These are types of picture or video files.
If any one has or comes up with one that looks good I will be glad to see how it does.
