Twin disc Technodrive gearbox

(twin disc). it has been standing for years until I recently purchased it attached to an Italian engine. Well it was in the boat I bought actually, on sea trials it engaged both forward and reverse gear but as I reved up there was no increase in the shaft speed. ?? Could this be due to the AFT oil not been replaced for the past 15 years as it stood on a driveway for that period.???
