After lots of digging on the NET and assistance from the Geeenwich, CT Historical Society thanks Nola I have figured out where the Palmer Mianus plant was.
Many of us have wrongly assumed that it was just up the river at the dam you can see from I 95.
It was actually just short of 2 miles up the Mianus River on the corner of Dumpling Road now Valley Road and Palmer Hill Road.
I initally didn't look at this spot because there was no trace of a dam there. Palmer used water power at the upper works.
From furthur digging I found that the dam you can see from I 95 was built by the New Haven RR and raised the water level in the river so the Palmer dam was under 18 inches of water after the New Haven dam was built.
Below is a picture from Google Earth and a picture of the Upper Works courtsey of the Greenwich, CT Historical Society. The road on the right is Palmer Hill Road. What is now Valley Road is behind the Plant.
The Cos Cob Plant was just below I 95 on the river. I 95 is the big road at the bottom. The bridge at the very bottom is the Railroad. New Haven, now Amtrak.

Palmer Upper Works location today. 01 28 2007
This pic was taken from the end of the bridge at the far right of the pic above. Looking downriver at where the right end of the Upper Works plant was. I would guess the house in this pic is about where the shed roof is just to the right of the row of 6 windows. Or maybe where the row of 6 windows is. I would guess the Palmer dam was just to the left of the tree.
