With my rebuilt P60, it is running great! However, I am now having an issue I have never seen before. After running the engine for a total of approximately 4 hours since rebuild, I was returing from a sailing excursion. During the return journey, I ran the motor for about 30 minutes with normal operation as far as I could tell... temp and oil pressure good. I was running at about half throttle. Suddenly I heard a notable change in RPM slower. I tried adjusting the throttle control and found that there was no appreciable change in RPM from about 1/4 throttle to all ahead flank while the transmission was engaged. If I disengage the transmission, the motor responds as expected from ahead slow to ahead flank and all points in between. I checked the throttle linkage and it seems good. Suggestions?

Resolution: Turns out that the distributor must have shifted slightly causing the timing to be way off. I adjusted the timing back to the recommended TDC, tightened the bolt and now all is well!

Just wanted to let the group know so that no one spends time on my issue now and hopefully it will help others.

Glad you got it going Chip. Diagnosing over the internet without much info is hard, many times we don't mention the obvious, an experienced mechanic would have caught that by the lazy sound of the engine, sorry you didn't get any help here.
